The lead romance pairing occurs between Stede Bonnet (the Gentleman Pirate) and Ed Teach (Blackbeard).

Not only is the relationship between Stede and Ed incredibly engaging, but the characters are also fascinating on an individual level.

Plus, both have a symbolic metaphor attached to them throughout the series that adds a significant depth to these compelling characters -- a lighthouse and a kraken.

When Blackbeard is introduced, he is in a dark place. He is bored by his routine and admits the only thing left to do is die.

Part of the reason he has this aching melancholy is because of his reputation for brutality and intensity. 

He also admits to Stede that he killed his father, a truth he's not revealed to anyone else before. When he originally tells the story of his father's death, he says that the Kraken killed his father.
